CDC Consent management implementation

Hi all!

We have this situation; our customer has two different consent statements, in three languages each one, for two different countries. Organization has one web site and we are facing how to create the consent statements.

We would like to ask about which one could be the best practice:

- Having two sites, one per country, under a parent each one with its own consent statement for each country regulation with several locales for language per site.

- Having one site under a parent with one consent statement with a locale for each country regulation-language.

All configuration and functionallity are the same except consent.

Any help would be very useful.
