Above issue is faced in SAP HANA 2.0 SPS 02 Rev 15 instance. Recovering keys and backup worked fine in latest of SAP HANA 2.0 SPS 02 Rev24. I do not find mentioning about this issue in HANA 2.0 SPS 02 maintenance release notes.
