Upper limit for SKTO cash discount at material per unit level in billing document

We are using SKTO condition type to calculate the cash discount from the payment terms in the customer master record. However, we got a requirement to limit the calculated cash discount value (for example to 10 USD) for every unit of the material. Below is the illustration:

 

Item 1 - Material XYZ - Qty 10 - Per unit price is 100 USD - Cash discount percentage is 6%
So calculated cash discount value per unit is 6 USD and total cash discount for the SO line item 1 is 60 USD.

Item 2 - Material ABC - Qty 10 - Per unit price is 200 USD - Cash discount percentage is 6%
So calculated cash discount per unit is USD 12. But I want to limit this to 10 USD.
So the new cash discount per unit is USD 10 and total cash discount for the SO line item 2 is USD 100.

To achieve this, we tried limiting the condition values in OBV2 (Define upper/lower limits for conditions).
However, this is only restricting the value given in the condition records (VK11) for this condition type.

We also tried the "Maximum Condition value" in VK11 under "Limits for Pricing" section of the condition record. But this amount is not calculated per unit rather is calculated as the total condition value combined for all the sales orders posted against the customer. This is not what we want.

We also tried the "upper limit" value under the "amounts" section of the condition record in VK11, but this too just limits the manual amount given in the sales order against the condition type but not the calculated value.

Is there a way in the standard pricing to limit the calculated value per unit of the item?

Also, if SKTO doesn't has that functionality (as the percentage is taken directly from the payment terms but not the condition record), we are OK to create a new custom condition type for cash discount.

Please help.
