Is it possible to manage bindings and users in the System Landscape Directory on Premise via API

Dear all, 

I am trying to automate user creating, database binding, license assignment, extensionmanager add-on assignment, license reporting and monitoring via API.

What I already found is, that there is an API especially for the cloud control center. It seems that it is also reachable without CCC installed. But I wasn't able to login so far POST. https://hostname:port/sld/sld<version>.svc/LogonBySystemUser.

Does anybody now, if my idea is in general possible for onPrem installations or if CCC is necessary for that? Or are there other maybe betther possibilities for it?

I personally do not think that it is possible.

This appears to be an internal API.

Also, the last information which I had was that after OIDC release, the component will be using OIDC unified API to logon. LogonBySystemUser will no longer be in use.
