30 September, 2016 Sochi: the Social Insurance Fund of the Russian Federation and SAP, a market leader in enterprise application software, signed a memorandum of intent on information partnership at the Sochi 2016 International Investment Forum.




 

Organizations intend to develop data exchange between information systems in the implementation of insurance payments and the provision of services, including pilot projects of the Fund: "eSick Leave" and "Direct payments".



"We hope sincerely that the partnership will enable the Fund's employees to get a better idea of the common position of organizations paying insurance contributions and make changes to settings and interfaces taking into account the specifics of their business processes. Leveraging SAP's vast experience as a vendor of standard software, this cooperation will allow making optimal decisions on calculation methodology, specifications and official reporting systems based on the interests of companies of any size and level. We support the aspiration of the Social Insurance Fund to respond to the market, to speed up and improve the efficiency of their services to clients," Andrei Bievetski, Managing Director at SAP Labs CIS says.



 



SAP will also help the Fund to switch over from regulation-based learning sessions to gamification of its personnel training. This is to improve the Fund's personnel involvement and motivation, and to simplify the service delivery to policyholders. At present, the organizations are considering a plan of a gamified training for the Fund's employees to teach them the rules of interaction with policyholders.


 


Now, the Social Insurance Fund of the Russian Federation is gradually moving to a direct payment approach according to which the insured employees will get benefits directly from the Fund. The transition to direct benefit payments will not imply any extra time expenditure and labor costs for employers. Subject to the memorandum signed today, SAP is to develop, for the benefit of its users, information system updates that would enable employers to automatically transfer a set of data to the Fund in the form of an electronic register. All organizations will receive these updates as part of their vendor support. Those system updates will make it possible for employers to generate and send reports by a click to the Fund while the Fund's IT system will be able to identify and accept those registers.


 


The memorandum also contemplates that SAP and the Social Insurance Fund will discuss any future changes to the legislation in advance. This approach will give an opportunity to arrange interaction with the Fund in line with new rules, save the Fund's and employers' time and costs and reduce the risk of fines for missed insurance contributions. As a result, it will mitigate the risk of delayed insurance contributions from employers due to the introduction of any new legislation and reduce the workload on the Fund's personnel providing consultations to employers once any changes take effect.


 


"This is one of first wide-scale projects for transparent development of the Fund's application that creates a very comfortable, open and client-oriented mode of interactions between the Fund's and employers' information systems,"Andrei Kigim, Chaireperson of the Social Insurance Fund of the Russian Federation said.
