Upgrade solution manager tool ST release 720 from SP 0009 to SP15

Hi SAP,
Kindly help me in upgrading solution manager tool ST release 720 from SP 0009 to SP015 as I am not able to upgrade it throuh SPAM/ SAINT through 000 client.
