Unable to create a Decision in Build process automation

hi , I am unable to create a Decision in the SAP process automation ,i can able to create a input and output variables but when i click the button of ADD RULE in the rules tab , the button not working 

i tries so many times but nothing was coming when i click the button.

Please give me the solution to add the decision , while all the learning resources have previous version which the UI itself was different.

The following error was coming and i can't able to add the rule.

You will need to add some rule to decision.
