Is it possible to build new systems using LAMA (like ASCS and PAS) ?
In addition to the system provisioning concepts (clone, copy, refresh) LaMa allows the provisioning of application servers.

Below link is install application servers on an existing system but we need new complete system build like ASCS, ERS, PAS,AAS installation using LAMA ENT? . https://help.sap.com/docs/SAP_LANDSCAPE_MANAGEMENT_ENTERPRISE/e7dead4286c545808b3bd24feee7448c/3faf0...
With outbound REST API support since SP25, it is now possible to cover the scenario mentioned in the previous comment by Pradeep. To go beyond using an existing host (virtual server) on which to provision additional application servers, brand new host can be provisioned from LaMa by make API calls to Infrastructure as Code to provision new VM. Then LaMA can discover the VM with inbound REST API calls, followed by the documented process of provisioning the application server.
However, the part where new VM is provisioned and discovered would need to be a custom process. A blog documenting this exact scenario is planned to be published in the near future.
Read this blog that gives an overview of the outbound REST API capabilities.
