Why HU is required for both storage process(LOSC and POSC)

I am not able to found any concrete document or post which explains as to why HU is required for LOSC and POSC.

hello Anton.

technically, I would say this is required because the process step is assigned to the HU, so the system needs the HU to process the complex movements.
