Location Product Substitution

Hello,

I have set up a location product substitution that is working well.  However, the system is not fully utilizing the old product.  It gets to a point in time a few weeks into the substitution window and then stops  using the stock.  This is when stock is freely available on he new product.  

I have tried making the inventory holding costs for the old product to be lower, but this doesn't make a difference.  

Any ideas on how i can get the old stock fully utilized please?

Example below, where the system takes old stock down to 101653, and then  holds this number until the end of the year.
