Benefit Eligibility rule not working as expected

Dear All,

We want the employee to be eligible for the Familly Allowance Benefit only when he is married and his Spouse's details are entered in the Dependent information.

I have written the below rule for validating the Eligibility (See attached fig).

Unfortunately, the rule is not validating and the Benefit is available for all employees, even for the ones who is not married.

Kindly advice.
