Please review note 884480 and verify that the firewall is not blocking the license server. Also take the steps in note 884480:
1. Click on Start -> Run and type 'regedit'. 2.Ensure that the correct license server in entered under "\HKEY_CURRENT_USER\Software\VB and VBA Program Settings\SAP DXWBB1\Login\License"
