How to have demands in a material without the need to consume against them

Dear all, 

I have a case from my customer that I cannot figure out a solution of. Here is the base problem:

The customer has in their SAP a raw material 123. This is used in multiple plants and is supplier by a central HUB. It goes into basically all finished goods the factories are producing. 

The raw material will be added to the factory BOM of the finished good. As this material is sourced from a HUB, they want to see all demands from their factories in the HUB plant. We have set up a Special Procurement Key for this already. Ordering from suppliers is done in the HUB. 

The problem is that our customer does not want to have stock or consumptions in the factory. Normally we would transfer the stock to the factory and let the production order consume it via backflush however, the customer does not want the stocks on the factories due to inventory restrictions. 

So the questions is: How can we set up the material to see the DepReq and OrdRes, let MRP calculate the PurReq and PldOrd and book the production order (at best with backflush). The stocks would be 0  as no booking would take place in the factory.
