Crédit management (OVA8)

I would be really grateful if you can help me solve this need:

For the credit ceiling we have allocated a tolerance of 3% (OVA8), when the customer exceeds the ceiling, we release the order via VKM4 in order to authorize the release of the material, sometimes and taking into account the nature of our business, when preparing the order we exceed the ceiling, we want to implement the following management rule: do not block the release of goods if:
- the delivery amount is greater than or equal to the order amount * 3% + $10 (we want to add an amount in addition to the tolerance)
- if the delivery amount is less than the delivery amount (because the system cancels the VKM4 release authorization when the quantity field is modified more or less > critical field)
