Attendance Quota Not getting processed on TO20

Dear SAP Experts

I tried to configure a new attendance quotas from a different personnel subarea and employee group. I already grouped the PSG and ESG for time quota and time recording, however this employee overtime isn't getting processed on PCR TO20 like the other employee (They both got evaluated by the same schema). Below is the Comparison of both employee's time evaluation.

 I already got V_T510S WSR configured. Is there anything i missed?, any input would be appreciated.

Apparently the new att. quota that i made was 41 and on the schema TM00 TO20 was still processing att. quota 01
