In my last blog I mentioned the features of Social Application (Introduction to SAP Social Services Solution - Part II). In this blog I am going to explore what the solution could offer around "Determine Eligibility".

2- Determine Eligibility

Approving a social application means that the applicant has rights to receive Benefits from the Social Program (is eligible for social program).

Once social application is approved, the system creates the follow-on document Benefit Decision (Social Service Plan), or assigns a suitable existing social service plan.

Using Successor Processing functionality, system searches for an existing relevant Benefit Decision Chain:

• If one is found, a new Benefit Decision as added by Change Processing.
• If not, a new Benefit Decision Chain is created (represented by a new Benefit Decision).

Successor Processing functionality ensures that changes to the application information or new benefits requested by the applicant are analysed by the system and determines if the are conflicts ( benefit's overlap) or if the application is a valid "New Application" request.

Using “Benefit Decision” (Social Service Plan) and with configurable business rules, the system can then analyse the benefits being applied for, and determines if a citizen is eligible to receive benefits for each social application item. Eligibility is calculated on the item level:

• Automatic (e.g. after a data change).
• Manually triggered by the case worker.
• Overruled by the case worker.

The result is displayed as a status at item level (eligible/ not eligible) in assignment block “Eligibility Results” in the Social Service Plan. Even if the social application was approved, is necessary to confirm that the applicant is eligible for all the benefit requested in the social service plan.
