According to McKinsey, agile principles can help governments transform and improve the way they work. In their article, McKinsey & Company. (2022). “Better and Faster: Organizational agility for the public sector”, they explain how agile principles can transform the way the public sector plans, collaborates and delivers to its constituents.

Technology becomes a primary element and enabler of this transformation.  SAP industry product strategy facilitates this by introducing in our solutions innovative features, integration capabilities and product extensibility options.  This allows government agencies to respond to rapid-changing conditions and adapt to new policies and regulations.

In this second half release 2022 of SAP SuccessFactors, we have introduced new features that will allow government agencies to make better and timely decisions by combining financial, budgetary and personnel data. We provided additional end-to-end automatic replications from S/4HANA Financials to SAP SuccessFactors Employee Central. And, realizing the power of integration, we have also facilitated access to our standard APIs which will allow our public services customers to extend their business applications when needed.

Integrated SAP SuccessFactors and S/4HANA public sector management reporting in stand-alone SAP Analytics Cloud


A key element of an agile government is to be able to take timely decisions across agencies or multiple departments.  Personnel budget planning is one of any governmental institution most important business processes.   Having the right HCM and Financials consolidated information at the right moment can help improve personnel budget execution and forecasting scenarios.

In this second half release, we have delivered new reporting capabilities in SAP Analytics Cloud that combine data from SAP SuccessFactors Employee Central and S/4HANA Financials.  This content provides a view of Sponsored and Funded FTEs by employee and position.   With these KPIs you can optimize budget control and employee cost allocations by having the ability to view how funds and grants are financing employee and position FTEs in the organization, or which grants are soon to expire and which sponsored employees might get affected by this.

Enhanced tools and integrations for WBS element in SuccessFactors Employee Central


Earlier in the year we announced that the WBS element master data could now be used as an additional cost object in SAP SuccessFactors Employee Central.   The WBS element cost object is commonly used to define where a position or employee costs should be allocated to.  For those customers who had already implemented a custom field for this cost object in the past, we now support the migration of WBS Element to a standard field.   Migration is supported in the following entities: Employee Cost Assignment, Position Cost Assignment, Pay Component Non-Recurring, as well as from Alternative Cost Distribution (ACD).

Flawless integration and efficient data sharing across departments is key when handling personnel costs, so we have now enabled the automatic replication of WBS Element master data from SAP Master Data Integration to SAP SuccessFactors Employee Central. By leveraging this end-to-end standard replication mechanism from SAP S/4HANA to SAP SuccessFactors, we lower implementation costs and facilitate the integration and communication among departments within government agencies.  Every time a user creates or edits a WBS element in S/4HANA Financials these changes will automatically be considered in SAP SuccessFactors Employee Central, avoiding data inconsistency and incorrect employee cost allocations.
