new vscode extension to run WDIO/WDI5

A few days ago, tipped off on twitter by Jakob Marius Kjær and Volker Buzek I created an extension to run WDIO tests (including WDI5) in vscode

Still lacks a lot of features like support for cucumber and typescript configurations, but does work for basic cases

As I mostly do backend, I only tested it on a couple of toy repos, but should work on most save the ts configuration issue
