For mobile users, the SAP Mobile Start provides native entry point to the consumption of content in SAP Launchpad Service(applications).
SAP Work Zone Mobile app provides the equivalent mobile experience for mobile users to access the digital workplace.
Fiori Launchpad on premise server could be configured using CORS and provide exactly the same capabilities as SAP Cloud BTP and other services without the need of these services at all. The only possible downplay is that there are very few skilled resources who could make it work.
