Product Compliance in SAP S/4HANA Cloud 2111
For ensuring compliance of products and chemicals to secure the right to market, sell, and ship products, companies must implement numerous regulatory policies, processes, and practices that promote the compliance of products and chemicals. The increasing complexity of global supply chains related to offshoring and outsourcing, coupled with the constant development of new goods, processes, and technologies, has created product compliance challenges in various industries.
SAP S/4HANA Cloud helps to fulfill these requirements and includes adopting proactive and reactive approaches to minimize the likelihood of delivering an unsafe product and to avoid costly penalties.

Compliance Data Foundation:
Regulatory content update
Companies are facing complex and specific regulations in the market. With the ability to validate regulatory compliance early in the product development cycle, you avoid the risk of having to rework
formulations containing banned or restricted substances or, worse, recall products if they do not meet regulatory obligations. or customers’ requirements.
With the update and enhancement of the integrated regulatory content, you stay compliant with your product portfolio using the most recent regulatory updates.
With the SAP S/4HANA Cloud 2111 release, SAP provides the following new and updated compliance requirements in each solution area:
- 30 new versions compliance requirements for substance list checks
- 12 updates of existing compliance requirement version for substance list checks
- In total 136 compliance requirements (substance list check pattern) are available now
Safety Data Sheet Management:
- 23 new compliance requirements within this release
- In total 128 compliance requirements related to SDS Management
Dangerous Goods Management:
- 14 updated compliance requirements with this release
- In total 14 compliance requirements are available now
Occupational Exposure Limits:
- In total 91 compliance requirements are available now

Reassessing Products After a Dangerous Goods Regulation Update
Dangerous goods regulations like ADR, IATA, and IMDG are periodically updated. You, as a dangerous goods expert, have a transition period in which you have to check the changes and, if necessary, reclassify your products according to the new version of the regulation.
To support you in the reassessment process, the system automatically creates classification requests for the affected unpackaged products after a new version of a compliance requirement that represents a dangerous goods regulation has been activated. You can check and release the classification according to the new version of the regulation using the Manage Regulation Updates – Unpackaged Products app.
After you’ve released your classification for an unpackaged product, the system automatically creates classification requests for the packaged products that are assigned to the unpackaged product. You can find the classification requests for the packaged products in the Manage Regulation Updates – Packaged Products app.
In both apps, you can view the affected products and their dangerous goods assessments for all active versions of a compliance requirement (dangerous goods regulation). The apps display the assessments that are in status Released or In Progress. You can compare the existing classification data and for products that you don’t need to reclassify, you can select one or multiple assessments in progress and release them all together.

Dangerous Goods Checks in Transportation Demand and Freight-Order Processing for Rail Transports
With this feature, you can check whether your compliance-relevant products can be transported by rail. This feature blocks transportation demands and freight orders if no compliant road transport is possible. This feature prevents you from planning noncompliant transportation demands and also from carrying out transports that contain non-compliant products.
Compliance with dangerous goods regulations is an important component of product compliance to ensure the safe transportation of dangerous goods. To support your compliance with dangerous goods regulations, dangerous goods checks are now integrated into the processing of the following transportation documents for rail transport:
- Freight Unit
- Freight Order

Dangerous Goods Information for Freight Documents in Transportation Management
Compliance with dangerous goods regulations is an important component of product compliance to ensure safe transportation of dangerous goods. To support your compliance with the ADR regulation, you can now print the ADR Dangerous Goods Note from a freight order if dangerous goods are included in the transport.
With this 2111 release, you can print relevant dangerous goods information together with freight documents for the ADR Dangerous Goods Note in Transportation Management.

New SAP Fiori app for the Global Harmonized System (GHS) classification
With this feature, you can now apply the Worldwide Global Harmonized System (GHS) classification and the European Union GHS classification to unpackaged products and raw materials. Currently, this only applies to bulk chemical compliance information. The app includes information fields for hazard class, category, and statements. As well as the route of exposure and target organs.
The GHS is a single worldwide system for classifying and communicating the hazardous properties of industrial and consumer chemicals.
The GHS aims to ensure that information on the hazardous properties of chemicals is available throughout the world in order to enhance the protection of human health and the environment during the handling, transport, and use of chemicals. GHS also provides the basis for harmonizing regulations on chemicals at the national, regional, and worldwide levels. This is important for facilitating trade. At a more basic level, GHS also aims to provide a structure for countries that do not yet have a classification and labeling system.
The GHS is not a formal treaty but instead is a non-legally binding international agreement. Therefore countries (or trading blocs) must create local or national legislation to implement the GHS.
The EU CLP Regulation adopts the GHS throughout the Member States of the European Union.
Demo 3: New SAP Fiori app for the GHS to ease the process of adding classifications for hazard class or category (including audio).
You can use this app to do the following:
- Gather information on a product level that prints in a product SDS.
- Define that a substance or mixture isn’t hazardous according to GHS.
- Add notes to explain definitions or provide background information.
- Release the assessments used in follow-on processes such as reports.
- Create new versions and adapt GHS data to change the assessment, for example, after a change of basic data of a product.
Support of Output Parameter Determination for Safety Data Sheets
With this feature, you can specify rules to determine output parameters for the shipment of safety data sheets using the Output Parameter Determination app. Output parameter determination is considered whenever shipments of safety data sheets are triggered. The relevant output parameters (for example output channels, recipients, form templates) are automatically determined in the background, using the rules you defined in the Output Parameter Determination app.

Support for compliance requirements related to Brexit and the Northern Ireland Protocol
With this feature, an update of compliance requirements to comply with the Northern Ireland Protocol. This includes support for the inclusion of Northern Ireland in the EU REACH access regulations and UK REACH for access regulations for Great Britain besides Northern Ireland. This feature provides up-to-date information about the requirement for shipping products and materials between the European Union, Northern Ireland, and Great Britain.
The UK withdrew from the EU on 31 January 2020. The transition period provided for in the Withdrawal Agreement lasted from 1st of February 2020 until 31st of December 2020.
During the transition period, EU law continued to apply to and in the UK.
During the Brexit negotiations, the EU and UK agreed on the Northern Ireland Protocol. The goal of the protocol is to keep the land border between the Republic of Ireland (in the EU) and Northern Ireland (in the UK) open to avoid new checks on goods crossing the border between NI and the Republic of Ireland.

“From 1 January 2021, the UK REACH and the EU REACH regulations will operate independently from each other. Companies that are supplying and purchasing substances, mixtures, or articles to and from the EU/EEA/Northern Ireland and Great Britain (England, Scotland, and Wales) will need to ensure that the relevant duties are met under both pieces of legislation.
Under the Northern Ireland Protocol, the EU REACH Regulation will continue to apply to Northern Ireland after the end of the transition period, while UK REACH will regulate the access of substances to the GB market.”
Guidance on GB specific regulations following the Brexit:
- Biocides – Authorisation of biocidal substances and products
- CLP – Classification, labeling, and packaging of substances and chemicals
- PIC – Prior informed consent
- PPP – Pesticides or Plant Protection Products
- REACH – Registration, evaluation, authorization, and restriction of chemicals

According to the Protocol on Ireland and Northern Ireland, REACH (Registration, Evaluation, Authorization of Chemical Substances), CLP (Classification, Labelling, Packaging), the BPR (Biocidal Product Registration), PIC (Prior Informed Consent) and POP (Persistent Organic Pollutants) regulations continue to apply to and in the United Kingdom in respect of Northern Ireland. ECHA has updated the Q&As and the web pages accordingly.
- If your company is established in the EU/EEA, you are affected whenever your supply chains as a customer or supplier extend to the UK. Here and below, ‘the UK’ means Great Britain, i.e. the United Kingdom excluding Northern Ireland.
- If your company is established in the UK, the EU chemicals legislation, which includes REACH, CLP, BPR, PIC, and POPs, will no longer apply to you after the transition period, if your chemical substances, mixtures or articles, biocidal products, or active substances are placed on the market only in the UK. This is also the case if you export certain chemicals directly to non-EU/EEA countries from the UK.”

Configure compliance requirements for components with OELs
With this app, you can configure compliance requirements for components with occupational exposure limits (OELs) that you have selected for activation in the Activate Compliance Requirements – Safety Data Sheets app.
You can edit the company-specific regulatory lists that are assigned to the compliance requirements. This way, you can define company-specific regulatory lists in addition to the ones that come from regulations and are provided as part of SAP delivered content. Once you have completed the configuration, you can activate the compliance requirements for use in follow-on business processes, such as compliance assessments.

- View all regulatory lists that are assigned to a compliance requirement.
- Add or remove customer-specific regulatory lists.
- Use the settings to view who last changed the regulatory list data and when.
