Last year UI theme designer announced in

Why
The UI theme designer is a design time tool implemented with SAPUI5. SAPUI5 has announced end of support of browsers Internet Explorer 11 and Edge Legacy in future releases, see

Microsoft Internet Explorer 11 and Microsoft Edge Legacy (EdgeHTML) are legacy products, which do not fulfill the requirements of a modern browser regarding features, security, performance, etc. Microsoft has limited the support for both products and recommends transitioning to the new Microsoft Edge browser. To ensure a secure environment for running business-critical solutions, SAP recommends using the latest version of a modern and secure browser.
What about themes created with UI theme designer

What to do
To create themes with UI theme designer on Windows use the latest version of Microsoft Edge, Google Chrome or Mozilla Firefox. On macOS use the latest version of Apple Safari or Google Chrome.
