How to Configure Output Parameter Determination for Billing Documents – Video Tutorial
Many business objects, such as billing documents and sales orders, usually need to be output. SAP S/4HANA output control is a powerful tool for controlling how, and under which conditions, output is sent through a range of possible output channels (for example, printed documents or PDF documents via email).
Any time output is triggered for a business object, output parameter determination runs to determine the relevant output items and parameters in the background by applying business rules in decision tables. Commonly determined parameters are the output channel, form template, email template, dispatch time, and more. You can create and modify these rules in the Output Parameter Determination app.
The following video tutorial focuses on output for billing documents. It presents a simple, step-by-step example configuration that generates, in addition to the standard output item for output channel PRINT, a second output item for output channel EMAIL. This second output item is only created for billing documents of a specific sales organization. The resulting email is set to be sent to the contact person maintained in the billing document header.

We are using the 1909 version. Determine item is not showing up in the billing manager output screen. Could you please share the OSS Note to get it?
I googled and did not found the note.

for on premise, the Determine Items button is a new addition in SAP S/4HANA 2020.
There is no OSS Note to add it to SAP S/4HANA 1909, sorry.
