During this unprecedented crisis, governments are moving quickly to try and contain the spread of COVID-19 worldwide at all levels. In preparation for the economic impact, new legal measures have already been announced by the authorities in many countries, effective immediately. Our whole team was already prepared and spared no effort to attend to the emergency that calls upon us: the implementation of legal measures to cope with the COVID-19.
With the intention to stand strong and provide you proper information about legal measures and available solutions to our localized product, we have decided to create this blog.
What can you expect to find here?
- Information about legal measures announced by government entities in those countries for which SAP has a standard localized payroll solution – the list will be clustered per region to facilitate its use.
- An update of legal announcements published in the SAP ONE Support Launchpad “Announcement of Legal Change” . This will be based on the measures issued by the corresponding government in countries for which SAP has a standard localized payroll solution. You can easily find all Announcements by using in the Keyword filter “covid”
- The SAP Note number can be derived from the link of SAP Announcement mentioned previously which is part of the table content below.

This is excellent by SAP/SuccessFactors to be out in front and I volunteer to talk with product management for the US when the congress/house agree on a plan if there are any payroll impacts to help ensure the solution is delivered as painless as possible for US EC Payroll and SAP Payroll customers.
We can not afford to have customers go through another W4 2020 disaster/fiasco roll out during this critical time.

Question please: Would SAP recommend US clients to wait for an OSS note or to go ahead and get something custom implemented? The USA link above goes to the IRS website and I couldn't find anything for PY-US in the legal changes search, so we are unsure if SAP is still planning to release an announcement note?

Update 3/27: The USA note at the bottom says the business impact is only for employers with fewer than 500 employees - this is also what the IRS summary and the Treasury says.
Looking at the bill that was passed (https://www.congress.gov/bill/116th-congress/house-bill/6201 ) it seems that:
Does SAP have any clarification on which clients will be affected, please? If government agencies are also impacted, then that would be a lot more.

Hi all - Is SAP working with BSI regarding the CARES act, signed into law on 3/27/20? It allows Employers to defer payments on Employer Social Security tax payments calculated for the remainder of 2020. Per the Act, employers can defer 1/2 of the payment until Dec. 2021, and the remainder until Dec. 2022. BSI sent announcement today that they are working on this in addition to the items mentioned in the SAP Announcement.

Thanks for reporting this. In fact, there is a mistake in the KBA Note number attached to the Announcement. The Note you referred above is related neither to the Canadian payroll component nor the COVID-19. It will be corrected soon.

Hello SAP team - can you update the Canada "Change to Personal Income Tax Rates for British Columbia" legal change KBA to update the planned delivery date? this is effective July first, and it was originally expected to be released on 6/1/2020. I know the KBA has the solution but it will be helpful to know if a note will be released in the next couple of weeks.

The T4127 guide was published last week in which BC was addressed as well with a prorated higher marginal rate from 01 July 2020 to 31 Dec 2020. The planned delivery date for the mid year legal change is 15 June/ However, it may be available earlier than planned. You can follow it here

Hello SAP team - now that the Executive Order for the US is out (relating to waiver of EE FICA contribution and other changes), can we have an update from SAP on the timeline of when these changes will be released? the executive order said the changes are effective 9/1/20.
