Hello, yes it is possible to connect an on-premise managed system to an SAP Solution Manager in SAP CAL, for example by using AWS Direct Connect: https://aws.amazon.com/directconnect/ or by configuring a secure IPSEC VPN gateway connection:

    https://aws.amazon.com/blogs/security/how-to-set-up-dns-resolution-between-on-premises-networks-and-aws-using-aws-directory-service-and-amazon-route-53/

There is also more details at the SAP on AWS guide: http://awsmedia.s3.amazonaws.com/sap_on_aws_operations_guide-v1.5.pdf

After the secure connection is established, the managed system is visible to the SAP Solution Manager in SAP CAL, and you can add it via managed system configuration as you would any other managed system.
