Hyperconnectivity, Big Data, Supercomputing, Cloud Computing, Cyber Security and a Smarter World are trends that do not stop in front of the doors of Government. They will impact Government as they have impacted the consumer or the private economy. Governments that run digital will deliver better outcomes when they start to leverage the potential from digitization and start to re-imagine government models, processes and the way they work.

As examples for those changes, governments will provide personalized and pro-active services to its customers – citizens and businesses – in a consumer grade way. Or they enable the network of communities to deliver those services, rather than delivering everything by themselves.

Everything will become digital – the processes, but even more decisions that will be driven based on the availability of real data.

Interaction with stakeholders will include the social world, and devices and wearables will support individuals in their daily work.

Click here  for a whitepaper with a more detailed view into what re-imagination for Government means.

This re-imagination is happening in many areas already today, and shows outcomes that support SAP’s vision of helping the world run better and improving people’s lives:

  • The State of Indiana has embarked on a journey of Data Driven Government and has been able to lower infant mortality with the help from SAP HANA.
  • The City of Buenos Aires uses SAP HANA to manage 1,500 km of rainwater and drainage systems – and notify residents with weather alerts.

Many more of those examples exist. But how do you get on the road to digital transformation?

The SAP Digital Framework provides a framework that consists of five pillars:

  • Digitization of core business processes
  • True omni-channel experience for citizens
  • Attractive and engaged Workforce
  • Supplier Collaboration and Business Networks
  • Assets and Internet of Things

All these five pillars are supported by a set of integrated software products that provide intelligent and real-time support for the tasks and the missions of government:

The digital core in the center is S/4 HANA. The following qualities make the difference to traditional government management solutions:

Simplification

Data model, User Experience and Configuration have been significantly simplified, leveraging the capabilities of the SAP HANA platform.

Built-In Analytics

The high performance of S/4 HANA allows to combine transactional and analytical processing within one transaction, e.g. accessing recent payment behavior of a customer when processing receivables.

Process optimization

Based on the simplifications and high performance, entire processes have been re-invented and radically optimized. The follow picture illustrates how the financial close process is benefitting from S/4 HANA, compared to a traditional system: elimination of batch processes, real-time KPIs, automation etc. enable a “soft close” anytime.

User productivity

Based on the Fiori concept and design, the user experience will be totally redesigned: Simple, role based user interfaces with a responsive design that can run on all devices and all channels. The picture shows the personalized Fiori launch pad of a Budget Responsible Role which provides a budget overview, alerts, workflows and analytics, from where the user can access underlying data in real time.

Those are just a few examples from finance how S/4 HANA as a digital core supports the digital transformation in Government.

Watch out for future blogs with more scenarios from the different pillars of Digital transformation in Government.
