Error during consistency check for numbering scheme US_HTS: Time dependency

Hello experts can you please let me know the solution for the below mentioned error  Error during consistency check for numbering  scheme US_HTS: Time dependency. I have uploaded the .TXT and .NOM XML files but while uploading the DTR files I am getting the above mentioned errors.
