Latest compliance notes

Note 2284147 fixes two issues with fields not being filled correctly when maintaining licences via /SAPSLL/LCLIC01 or  /SAPSLL/LCLIC02.

SPL audit trails may not be generated when background screening BP addresses – please review note 2284129.
