Changes in Chrome version 48 have impact to VIZ charts

Google has removed SVGGraphicsElement.getTransformToElement from Chrome in browser version 48 (refer to: https://www.chromestatus.com/feature/5736166087196672). This removal impacts VIZ charts and result in JS errors.

A Fix (Chrome 48+ svg “getTransformToElement” remove issue) is already provided in Note 2268967“.
