There are cases where you close / technically complete (TECO) an production order in ECC system and that this order is till sent to APO. You should not expect this order to be filtered by standard via CIF, since this is standard. In order filter such closed orders from sending to APO, you may have to use the user exit EXIT_SAPLCORD_004 , there you have to delete the entries from IT_ORD table that has the parameter "D" for the field METHOD
With his exit, the closed and TECO orders do not reach APO system and hence the orders will be consistent between ECC and APO system
