This is the topic of the moment and we have some tips to facilitate the implementation of the change. The first step is check if your company has the scenario of sales/purchase of fuel and lubricant or not. At the first moment this can facilitate the project, but the complete implementation of all notes related to NT 002 2015 will be a pre-requisite to implement the solution for NT 003.2015.
NT 002.2015
1 - Your company has the scenario of sales/purchase of fuel/lubricant:
1.1 - Changes on ERP:
Implement and follow the instructions of SAP Notes 2209624, 2207676 and 2232116.
1.2 - Changes on GRC NF-e:
Implement SP22 (Support Package SAPK-90022INSLLNFE), which is described on SAP Note 2190092. If it won't be possible to implement SP22, then the solution can be implemented through SAP Notes 2114276, 2206471, 2214037 and 2232529, keeping in mind that the minimun Support Package is SP17. This process of manual implementation is generating too much dificulties, because it changes the proxies, and environments that outdated in relation of NetWeaver had inconsistences on the proxy objects.
PS: Please remember if you decide to implement the solution through SAP Notes BEFORE starting the implementation it's necessary to open an incident to SAP on SAP Service Marketplace using the component "SLL-NFE" and describing that you'll implement NT 002 through SAP Notes in order to SAP be able to guide you and avoid the inconsistences.

2 - Your company DOES NOT have the scenario of sales/purchase of fuel/lubricant:
2.1 - Changes on ERP:
Implement and follow the instructions of SAP Note 2209624.
2.2 - Changes on GRC NF-e:
Implement and follow the instructions of SAP Note 2214037.

PS: For the implementation of NT 003.2015 it'll be a pre-requisite the implementation of complete solution of NT 002 (2209624, 2207676 and 2232116 on ERP and notes/SP22 on GRC) including the fields/screens/details of fuel/lubricants.
