Item Conditions can be inserted into the header level [SOLVED]

I would like to share some information that may be useful for all of us.
Last week we had a lot of incidents about the possibility of the user to enter conditions manually in the Header Level, despite the fact that the condition is customized in V/06 to NOT allow the inclusion in the Header.
In the other words, the user can go in VF01 or VA01 and enter manually the condition PR00 (example) in the Header.
Despite it is customized in V/06 as an Item condition only.
During my analysis, I found that this issue was raised from a Release Level Package (SAPKH61706 SAP_APPL).
This package automatically installs the note 2041849 during the upgrade, and this note is the root cause of the whole error.
Still in my analysis, I debugged the process of conditions inclusion on VF01 and VA01 and the error V1 213 (Condition XXX is not allowed the header condition) is called internally but it is not raised to the user. As result, the user can insert the condition.
This issue is corrected by note 2071090 that will fix this issue that only occurs after the implementation of the note 2041849. In the other words, the note 2071090 fixes the issue that 2041849 did.

When you say the issue is coming due to Release Level Package where note 2041849 has been installed automatically, have SAP initiated to implement 2071090 also in the subsequent release ?

Probably yes, because we did not had other incidents with this subject related in the subsequent releases.
