When there is an universal right for the mobility and accessibility of any person or citizen to the knowledge, it is important to understand that it should be set both in the public as in the corporate or private.

Government policies and guidelines should come and support all initiatives to ensure this right in full.

Thus, all those who participate in the government, or even all the parties concerned by it, whether public or private, it should be aware of the following points:

• Accessibility and mobility are universal rights in the society collaboration;

• Training of people is an act of social responsibility because it leverages social inclusion;

• Ethics and integrity must go together and they should permeate all political actions and guidelines;

• It does just manage and lead; It is also essential to know caring. In the society of collaboration, caring will be as important as managing and leading. Surely we need "caregivers", not just managers and leaders. We'll have to take care of people from different functions and cultures, so different realities in the same project. It will not be enough to manage and lead, it will be essential to know take care of people.

Basically, it's with the points mentioned above that we can initiate a change in the process of governing that can direct the universal right of accessibility to knowledge from anywhere and at any time.
