In the newer DBA Cockpit for SAP ASE, the sp_configure parameter "wait on uncommitted insert" will only show up when check box "Non-defaults only" is unchecked. SAP recommends it to be 1. For SMP users, you can find more details on KBA 1974184 how this parameter help to control waiting behaviour on uncommitted inserts.
