First, display the property panel as follows - Display Ribbon > Show Property View:


The above shows the features previously available by the ribbon - such as compact display in rows/columns and totals placement.


Within the datasource, you can set up the display for several measures all at once:


Next you can change the properties for a specific measure:

I can change the scaling/decimal places

The above are changes for a specific dimension.

I see the enhanced property view being used by analysts/accountants and not so much for the "consumer" persona of the workbook.
