How to maintain surrogate key in Flat File!!

How to maintain sequence/ artificial sequence keys/ surrogate key column in a file which is maintaining data on daily basis with upending new data. (No deletion of old records)

      1 Ram SAP A
      2 Sham EIM B

      5 Anil ManLog B

      8 Rohit HR B

      2. All others are .txt files which will be blank initially.
