Your trying to use WDABAP based applications, but in EHP6 it's not released completely for claims. You have to use WDJAVA based applications for Claims.
As the Reimbursement claims is not available in WDABAP you can make use of the WDJava application to use the same add this application to the Role:ESS Instance: MENU in the launchpad so that you can make use of the WDjava application.
Deploy the BP ESS 1.51 If you not yet deployed then use the claims application page in launch pad application configuration.
For this drop down values make sure you have done all required customizations in SPRO -> Personal Management -> ESS (WDABAP) -> Service-Specific Settings -> Settings for Country-Specific Services -> India -> Benefits and Payment -> Advanced Claims -> Reimbursement Type and Request Type Settings.
As shankar suggested go ahead with the WD java application and also for the drop down please check the below table whether you have maintained properly or not.
