In the last few SRM Implementations (700, 701 and 702) I noticed the consultants wanted a way to decide if they want to go for Process Controlled Workflows are remain to use the old Application Controlled Workflows; Hope this is helpful.

The best thing is that, you require a lot less effort in Process Controlled Workflow and you don't need a separate workflow consultant to do this. All can be just done with a ABAP and Functional Consultant. There are lot of help available in the forums for this.
