Those contradicting lines have been in the EBF readme notes for as long as I can remember.

Silly question, but where do we go to download the latest Powerbuilder EBF?

Login to http://downloads.sybase.com/swd/base.do?client=support (or register for an account if you don't have one). Under Support Menu you have EBFs/Maintenance. There you can choose the product you are interested in and it will bring you to the available ebf's.
