Scenario:EL quota  to be deducted when CL/SL quota is over the entitlement for the deduction period.In this case its monthly accrual.

Hypothetically say SL is accrued for 1 days (Jan  and Feb -0.5 days monthly) and the absence is recorded for 2 days 1 day needs to be deducted from SL whislt the remaining 1 days must be deducted from EL.please find snapshots of configuration below
