Here is a detailing on configuring of Infotype Menus.
In the case being explained here, I'm sharing the configuring of Infotype menus for a company NCL in Belgium (MOL = 12 and UGR =BE as set in system - user profile - own data)
1. Personnel Management – Personnel Administration – Customizing procedures – Infotype Menus – Infotype Menu -User group dependency on menus and info groups
2. Personnel Management – Personnel Administration – Customizing procedures – Infotype Menus – Infotype Menu - Infotype menu
3. Personnel Management – Personnel Administration – Customizing procedures – Infotype Menus – Determine choice of infotype menus – infotype menus
With determining the choice of infotype menus into the menu type : PA, the configured Inofype menus reflect in the master data view [in the PA30 : Maintain HR master data screen] as per below screenshot.

From the above screenshot of Additional Payment data NCL, there are no infotypes configured, hence you see infotype text area as blank. Once this is configured as per the requirement [as per the process detailed in step2], then the set of infotypes applicable for this tab - " Additional Payment data NCL in PA30 screen would reflect in the above screenshot.
