This Postal Bulletin announces the discontinuation of the postage statement 3541-M, Periodicals — All Issues in a Calendar Month as of 22 January 2012 (i.e. at the point the rate case will be implemented). The only other DMM revision in this issue is about "Priority Mail Commercial Plus Cubic Packaging Alternatives."

While you're here, I will point out that the first version of the proposed changes for the rate case are out as a Federal Register Notice (FRN), as of 24 October (see pe.usps.gov and look for "Federal Register Notices" in the left side panel). Especially if you mail any kind of STD mail parcels or Not Flat Machinables (NFMs), you will want to start getting familiar with what is there, as NFMs are being removed and the categorization of parcels is changing quite a lot with the introduction of Marketing Parcels and the moving of most other parcels of for-profit mailers moving to Parcel Select.

Thinking about the rate case, you may be aware that the implementation date is set for 22 January 2012. You may not be so familiar with the fact that the USPS now only needs to announce changes as little as 45 days before that implementation date. If you have any connection with software development, you probably realize that getting from a spec change to finished software takes some time, but we may literally be getting changes after the point when some customers have asked to receive software! I only mention this to alert you that if it seems your software update, which we currently expect to be available around the 2nd week of January, is planned rather late, it's because of how late we expect to be receiving changes from the USPS.
