We developed such a tool for our SAP BusinessObjects install-base. It is called Remote Support Component (RSC). The RSC is a support component that allows customers to better manage, monitor and evaluate their SAP BusinessObjects Enterprise system and maximize the value and delivery of SAP Support.  It is covered as part of your maintenance fees and now available for downloading in the SAP Market Place.
