Can precancelled stamps still be used?

With the latest Rate Case you may have seen where the USPS has decided to discontinue Standard Mail Stamped envelopes.  You may ask what this means for you.  According to the Federal Register all this means actually is that your local Post Office will no longer be selling Stamped Envelopes.  So yes you can still mail Precancelled Stamps.
