When you create a service entry sheet you cannot save the service line with zero quantity, the error message SE 319 - "Please enter a quantity " - will be issued in include LMLSPF3A. This error message cannot be customized as a warning message.
The note 1133175 - ML81N: Entrysheets can be saved with zero quantity - was created to avoid the unwanted scenario which would lead to the error message'SE001 - "Buffer table not up to date" error when service lines are created with ZERO quantities in service entry sheets or when after the service entry sheet creation the service lines in the corresponding purchase order service item were deleted.
This note is required to be implemented in SAP standard in order to avoid an inconsistency situation with the error message SE 001.
However if the business situation of the company requires service entry sheets to be saved with zero quantities, this program correction can be switched off by implementing of another note - which is a modification note ! -:

As the notes long text says: "Implementation of this note will allow the creation of service entry sheet with zero quantities."
Please note: Releasing / accepting of a service entry sheet which has zero quantities in the service lines will be still not allowed. The error message 'Entry sheet with value 0 cannot be accepted' (Message no. SE 541) would prevent that. See note 91666 - M-SRV: Acceptance of entry sheets with value 0.
