The USPS on September 7, 2010, published in the Federal Register its final rule revising its mailing standards to require submission of electronic documentation for all co-mailings and co-palletized mailings effective January 2, 2011.

Intelligent Mail Tray Labels and Container Placards. The final rule requires co-mailed and co-palletized mailings to include Intelligent Mail tray labels on trays or sacks, and Intelligent Mail container placards on pallets or similar containers. The USPS will accept piece-level electronic documentation via either Mail.dat or Mail.XML.

Please note when USPS say co-mail it's not Mixed-Class co-mail but more like co-version for example multiple versions in your job file of different catalog/publication/book.

Please read the FRN available at http://pe.usps.com/FRN/eDoc_with_CoMail_final.pdf for more details.

So if you are a co-mail or co-palletized mailer and haven't started TEM testing from PostalOne! yet please do so before January 2, 2011. If you need more information regarding TEM testing, you can read this blog What is Test Environment for Mailers (TEM)? and feel free to ask us any questions.
