First a little history about the application, second half of 2007 was the launch of version 1.0 then called xApps Spend Analytics. The next major release was SAP Spend Analytics 2.0 in second half of 2008 and the third release 2.1 during second half of 2009 now called Spend Performance Management.
First of make sure you have the necessary access and approved license to download the software (without which you may not be able to view / download).
Installation:
To download the software you can use solution manager or use the following link and navigation path on service marketplace:
http://service.sap.com/swdc -> Installations and Upgrades -> Installations and Upgrades - Entry by Application Group -> SAP Application Components -> Sap BOBJ Spend Perf Mgmt -> SAP BOBJ SPEND PERF MGMT 2.1 -> Installation -> Downloads (Tab)
This will download a Zip file that has 2 main folders one for the backend (to be installed on the BW ABAP side) and another for the UI (to be installed on the BW portal).
