As I am not a native speaker I asked around whether "Blue Shirt Brigade" is referring to something particular. Some said the police, others mentioned a French brigade is known for it.

I think it is time to re-contextualize the term: The SAP Mentors are coming 37 in Orlando and 17 in Frankfurt. Most of them will be wearing their blue rugby shirts that first were seen at TechEd last year.The Blue SAP Mentor Brigade also known as friendly mentor wolfpack. 

Not only blue shirts, but they will also have little video camera to capture and give their impressions and perspectives from SAPPHIRENOW/ASUG2010.  

Here my little sample of how this may look like and an invitation to you to engage us SAP Mentors when you see us.
