This video shows a channel parther creates an initative and the channel manager will approve the initative.

  

With the video the steps that would of already taken place would have been that the brand owner established the MDF Program ans relevant funding and the partner is eligble or enrolled into the MDF Program.

 

It is also important to note that the initiative can also be created by the brand owner as well, this depends on your business process.
