Escape HTML

The main purpose of this FM is to convert the
special characters in a text to ISO HTML code
in order to display it.
It will also convert characters with a special
function, like
< and >, to ISO codes. This
enables the user to show a text with HTML
code in it, without the browser interpreting
that HTML code.
On can choose via the ONLY_SPECIAL input
parameter whether the latter is needed.
