How and where can we create User Groups for decisions in SAP Build Process Automation? And how can we use that user groups in decisions.

You create a group in your IAS:

Add users, and then just add the name of the group to the approval form:

User Groups are created in SAP IAS instance. Once they are created and populated, you can add them as recipients in the decision tasks.
